Rows with an active alteration in the published DOB universe data are removed from the priority sample.
Cycle 9 filings are used to prioritize prior SWARMP, expired SWARMP, and UNSAFE history and identify the prior QEWI.
Why prior SWARMP history matters
NYC DOB states that SWARMP conditions must be repaired by the completion date reported by the QEWI, and the same unrepaired condition may not be reported as SWARMP in consecutive cycles; it must be classified UNSAFE in the current cycle. That makes prior SWARMP history a useful prioritization signal—while still requiring current professional verification.
